I would like to make reference to decision 5/COP.10 on revised procedures for the accreditation of civil society organizations (CSOs) and representatives from the private sectors to the Conference of the Parties (COP) and their participation in meetings and processes of the United Nations Convention to Combat Desertification (UNCCD).

저는 당사자총회에 대한 시민사회단체(CSOs)와 민간영역 대표들의 인증과 유엔사막화협약의 회의와 절차에서 그들의 참여를 위한 개선절차에 관한 COP10의 5번 결정문에 대하여 말씀드리고자 합니다.

Your organization has been accredited as observer to the COP according to Rule 7 of the rules of procedures of the COP and as such has been invited to attend the session of the COP and its subsidiary bodies and to contribute to the UNCCD reporting and review process.

귀 단체는 COP의 절차 규정의 제7조에 의하여 COP의 옵저버로서 인증되었으며 COP의 세션과 그것의 보조기구에 참가하고 UNCCD의 보고 및 검토 과정에 기여하도록 초대받았습니다.

Following a recommendation of the Committee for the Review of the Implementation of the Convention at its ninth session (CRIC9), the COP reviewed the procedures for the accreditation of CSOs and dedicated to revise the list of organizations proposed for accreditation to the COP.

제9차 협약이행검토위원회(CRIC9)의 권고에 따라, COP은 CSO들의 인증을 위한 절차를 검토하고 COP에 인증을 위하여 제안된 단체의 목록을 수정하기로 했습니다.

In this regard, according to decision 5/COP.10 (attached in annex I), civil society organizations accredited to the COP are requested to submit to the secretariat by 30 March 2012 and every five years thereafter:

이와 관련하여, COP10의 결정문 5번(첨부한 부록 I)에 따라, COP에 인증된 시민사회단체들은 2012년 3월 30일까지 그리고 매 5년마다 다음을 사무국으로 제출해야 합니다:

(i) A written confirmation of your interest in remaining accredited to the Conference of the Parties;

(ii) A declaration that no changes have occurred in the status, juridical personality, governing bodies, membership of your organization and other requirements that may preclude your rights to be admitted to UNCCD meetings with observer status; and

(iii) Any other information relevant to the accreditation, with particular regard to your activities and competence in matters relating to the Convention;

2. UNCCD 회의에 옵저버 지위를 인정받는 귀 조직의 권리를 불가능하게 만들지 모르는 귀단체의 지위, 법인격, 이사회, 회원 및 다른 요건에 있어서의 변화가 일어나지 않았다는 신고(선언)

3. 인증과 관련된 어떠한 다른 정보, 특히 협약에 대한 문제에 있어서 귀하의 활동과 권한에 관련된 어떠한 다른 정보

Should the status of your organization, its juridical personality, governing bodies or membership have changed since observers status was granted by the COP in a way that may preclude your rights to be represented at governing bodies’ sessions, please be advised that a new request for accreditation should be submitted to the secretariat according the procedures established for the accreditation of new organizations.

만약 총회에서 옵저버 지위를 승인받은 이래로, 이사회에서 대표되는 귀하의 권리를 불가능하게 만들지 모르는 방식으로, 귀단체의 지위, 법인격, 이사회 또는 회원이 변경되었다면, 인증을 위한 새로운 신청서를 새로운 단체의 인증을 위하여 만들어진 절차에 따라 사무국으로 제출해야 합니다.

Please be advised that in accordance with the above-mentioned COP decision, observer status will be withdrawn from those organizations failing to comply with the above mentioned obligations.

위에서 언급된 총회 결정에 따라, 옵저버 지위는 위에서 언급된 의무를 부합하지 못한 단체로부터 철회됩니다.

In this regard, the secretariat would like to request CSOs to send the above-mentioned written communication before 30 March 2012 to the following address:

To facilitate this process, a template is attached (Annex II) to this letter and published on the UNCCD web site.

The Secretariat will acknowledge receipt of communications received and revert back to the requesting organizations should clarification be required. The list of CSOs having complied with this procedure will be published on the UNCCD web site, communicated to the UNCCD national focal points for their information and transmitted to the COP at its eleventh session for action.

사무국은 통신문을 받았다는 확인증을 발급하고 확인이 필요한 경우 요청단체에게 보낼 것입니다. 이 절차를 따른 CSO들의 목록은 UNCCD 웹사이트에 게재될 것이고 UNCCD 국가연락처에 통보될 것이며 제11차 총회에 전송될 것입니다.
